Position Description:

deciBel Research is seeking Systems Engineers to support the research, design, development, integration, and test of software components to support near-real-time and non-real time events. Will work with a team of engineers and analysts in the architecture, design, implementation and maintenance of a space command and control system. Will need to perform MBSE functions using Magic Draw from requirements analysis through testing in a true DEVOPS environment supporting rapid deployment. BGI-1902: Information Systems Security Manager (ISSM) (Huntsville, AL)

deciBel Research has an immediate opening for an experienced Information Systems Security Manager (ISSM).

Position Description:

deciBel Research, Inc. is seeking an experienced Information Systems Security Manager (ISSM) for classified computers in DoD computing environments. The ISSM will be responsible for reviewing, implementing, updating and documenting companywide information, security policies and procedures, managing security audits and vulnerability and threat assessments, directing responses to network or system intrusions, and ensuring fulfillment of legal and contractual information security and privacy mandates, preventing and detecting intrusion.

Other Duties Include:

  • Ensuring system security measures comply with applicable government policies.
  • Responsible for the accreditation packages for systems under the DSS's purview to verify that each IS meets security specifications for an acceptable level of risk
  • Reviewing the accreditation plan and reaccreditation activities.
  • Conducting Vulnerability Assessments of the IS. Conducting reviews and technical inspections to identify and mitigate potential security weaknesses and ensure that all security features applied to a system are implemented and functional.
  • Creating Plan of Action and Milestones (POA&M) to mitigate system vulnerabilities on assigned Information Systems.
  • Drafting and/or preparing and maintaining security Assessment and Authorization documentation (e.g., IA SOP, SSP, MSSP, RAR, SCTM).
  • Developing and overseeing operational information systems (IS) security implementation policy and guidelines, plans, instructions, standard operating procedures and a security education, training, and awareness program.
  • Maintaining familiarity with all applicable policies and regulations & maintain IA certifications.
  • Ensuring all IS security-related documentation is current and authorizations are on file for each system.
  • Ensuring that software, hardware and firmware comply with appropriate security configuration guidelines, policies and procedures.
  • Analyzing security vulnerabilities/risks and provides guidance on suitable options for identified issues.
  • Monitor/periodically review contract requirements for conformance.
  • Conducting and participating in inspections (internal and external) and implements necessary actions to correct deficiencies and communicate with Government agencies on a continuous basis to obtain approvals and maintain compliance with applicable regulations.
  • Reporting incidents on DIBNET, system configuration, and review of security logs.


Education Requirements : Bachelor’s degree in Information Technology, Information Assurance, Computer Information Systems, Cybersecurity or a related field.

Experience Requirements:
The successful candidate will have 10+ years of applicable experience in an ISSM or ISSO role.

  • Experience with audit log analysis and aggregation tools, as well as Security Information and Event Management (SIEM) tools.
  • Experience with enhanced DoD security controls for government networks including the Assured Compliance Assessment Solution (ACAS), Host-Based Security System (HBSS), Security Technical Implementation Guides (STIG), and Secure Host baseline (SHB).
  • Experience working with various DoD agencies including Defense Security Service (DSS), Defense Information Systems Agency (DISA), National Security Agency (NSA), and USCYBERCOM.
  • Familiar with various other information security frameworks, including:  National Institute of Standards and Technology (NIST) 800-series Special Publications.

  • Experience with developing policies and procedures.

BGQ-1902: Cybersecurity Analyst (Huntsville, AL)

deciBel Research has an immediate opening for an experienced Cybersecurity Analyst in Huntsville, AL.

Position Description:
deciBel Research is seeking a Cybersecurity Analyst with the ability to implement Risk Management Framework (RMF) and Assessment & Authorization (A&A) processes into information systems and programs. The candidate will work with Integrated Product Teams (IPT) to implement information security consistent with standards such as the National Institute of Standards and Technology (NIST), Department of Defense Directives/Instructions, and Army Regulations (AR 25-2). The candidate will be responsible for the security posture of information systems and programs to include developing security policy and procedures, integration of security requirements into system designs, assessing security control compliance, and coordinating cybersecurity test and evaluation. The candidate will suggest cybersecurity solutions and process improvements to minimize risks to computer network defense threats.  Regular management, maintenance, and use of network vulnerability scanning and cybersecurity tools is expected. Additional areas of expertise expected are technical knowledge of computing environments (Windows, Unix/Linux), vulnerability tools (ACAS, DISA SCAP), and Enterprise Mission Assurance Support Service (eMASS). Approximately 15-25% travel is estimated.

Education Requirements: Bachelor’s degree in related discipline such as Aerospace, Mathematics, Physics, Software Engineering or Computer Science.  Master's degree preferred.

Experience Requirements:
The successful candidate will possess 6-10 years of professional experience in cybersecurity. Will have experience with Unix/Linux and Windows computing environments. Knowledgeable of DISA STIGs and SRGs. Familiarity with information security frameworks (RMF, NIST, DSS). Must be professional and be able to communicate technical and non-technical discussion to large groups. Capable of working in a dynamic and fast-paced environment. A DoD 8570.01-M & DoD 8140.01 IAT Level II certification is required (Security+ CE).

Special Skills Desired:

Position Description:
deciBel Research is seeking an experienced Software Quality and Safety Manager to manage and execute Software Quality, Safety and Mission Assurance for a Ballistic Missile Defense System (BMDS) program in support of the Missile Defense Agency (MDA). The Software Quality and Safety manager will be responsible for maintaining quality and safety in a fast paced software engineering environment in accordance with the program SQMA plan.

The top priority of this position is to ensure software quality for the program with the majority of time spent in software QA activity. The SQMA manager will execute the SQMA processes compliant with the MDA Mission Assurance Provisions (MAP). Requires excellent communication and organizations skills in order to complete tasks on time and in compliance with AS9100 and CMMI level processes / procedures.

Duties Include:

  •     Creating policies and procedures to protect the life and well-being of Contractor and Agency employees, the public, and MDA property and equipment.
  •     Guaranteeing adherence to all applicable local, state and federal safety laws/regulations as well as the safety requirements of the MAP.
  •     Managing safety and occupational health activities and ensuring compliance with the MAP and applicable federal, state, and local laws, regulations and rules for this contract.
  •     Independent Contractor QA organization.
  •     QA processes to ensure that processes and products associated with hardware, software, data, and documentation are monitored, sampled, and audited as appropriate to ensure compliance with this contract.
  •     Quality records and metrics to ensure services or products conform to this contract and furnish such information to the Government as required or needed.
  •     Processes for and performance of reviews to identify, document, measure, and eliminate defects in products and processes.
  •     Corrective action processes to identify, track, manage, and report quality related problems, anomalies, violations of standards, or potential problems as identified during the ordering period.
  •     Inspections and audits on the Contractor’s own QA activities and those of subcontractors.
  •     Identification, analysis, and documentation of lessons learned throughout the ordering period and furnish such information to the Government as required or needed.
  •     Notification to the Government seven days in advance of inspections or quality control meetings.
  •     Status of QA activities at the Program Management Review (PMR).
  •     Incorporation of QA lessons-learned/results into IMS scheduling of events, accomplishments and criteria.

The Systems Engineer will be responsible for performing in-depth requirements analysis and derivation, trade studies, Modeling and Simulation (M&S), Verification and Validation (V&V), test, integration, and evaluation for phenomenology models that simulate the natural environments to include solar, space, atmosphere, and Earth.

The Systems Engineer will be responsible for in-depth analysis of  environment model problem reports to include software code and algorithms. The Systems Engineer will work with Subject Matter Experts (SMEs), software engineers, software developers, and Government customer to develop detailed requirements from system-level requirements using system engineering best practices. 

Education Requirements: Bachelor of Science, Master of Science, PhD in Engineering, Math, Physics, Atmospheric Science or a related discipline.

Experience Requirements:
The successful candidate must possess 5 to 20 years of experience working with BMDS M&S Environment products that simulate solar space, atmosphere, and Earth phenomenology.

  •     Experience performing V&V activities in a M&S environment.
